NHAI caps project allocation to ensure safe, quality highways

To improve the monitoring and execution quality of national highway projects, the NHAI has limited each designated ‘engineer’ from consulting firms to a maximum of ten projects. The change, which takes effect in 60 days, aims to improve compliance, accountability, and road infrastructure safety in HAM and EPC model projects.
The NHAI has limited the number of projects that consulting companies can oversee during the building or maintenance of National Highway projects to a maximum of 10 projects per “Engineer” to improve the quality and oversight mechanism of these projects. It has been noted that Consultancy Firms functioning as Independent Engineers, Authority Engineers, or oversight Consultants delegate oversight of many projects to a designated ‘Engineer’.
Compliance with specifications and contract requirements is generally regulated and supervised by the consultant’s team via the designated ‘Engineer’ assigned to a specific project. Due to the increased number of projects in hand, the designated ‘Engineer’ may be unable to meet contractual responsibilities, negating the purpose of qualitative and quantitative project monitoring.
The guidelines also include detailed terms for consultancy firms that implement and maintain National Highway projects using the Hybrid Annuity Mode (HAM) and Engineering, Procurement, and Construction (EPC) modes. The sections include provisions for appointing Independent Engineers/Authority Engineers and delegating responsibilities.
The Consulting firm’s designated ‘Engineer’ is obliged to visit the assigned project site every month and offer inputs for the Monthly Progress Report by the Consultancy and Civil contract terms. The restriction of a maximum of ten projects per ‘Engineer’ will take effect after 60 days, giving consultancy businesses enough time to make necessary adjustments.
In addition to improving operational efficiency and guaranteeing high-quality highway implementation and maintenance, limiting the maximum number of projects per “Engineer” will also significantly contribute to a safe, easy, and seamless travel experience on the nation’s national highways.
