High consent rate to make land acquisition difficult
In an interview with ACE Update, Dr Shakeel Lashkaria, Director, Amann Group, tells that the right of the farmers is protected due to the high consent rates of land acquisition, but at the same time, the interest of the middle-class people has been totally ignored
As the Cabinet has approved Real Estate Regulatory Authority Bill, how will it help the real estate players?The Cabinet has recently approved the long-pending Real Estate Regulatory Bill. This bill, I feel will serve and help the interest of consumer as well as the developers for the better growth of unregulated housing sector in India. The clear concept of this bill is to bring the transparency between the developers and consumers. Any developer carrying a project over 4,000 sq. metres has to register themselves as well as provide all the authentic documents related to the projects along with all the approvals and plans which will help display the same on the website of the regulator. By this, the financial institutions will also be helpful for funding the projects, compared to present situation as real estate is treated in the negative list of financial sector.
The real estate agents also need to register so that the consumer gets the clear concepts with whom to deal with for the particular projects. There are many other clauses included in the bill. Along with these, I feel that there should be some government bodies into the clause as developer has to pass all the necessary documents of the project by the government bodies. By and large, there are many points to get clearance by the bill, and I hope as the time goes on things will be more transparent than it is as today, which will make the housing sector as top sector of all. It is always true as the business or sector grows, it also helps the nation grow and develop.Real estate players fear that high consent rates will make acquisition very difficult; your comment?I feel that real estate players fear that high consent rate will make acquisition very difficult. According to the provision, 80 per cent of the displaced people will have to give their consent in case of private acquisition. But in the case of government and public or private partnership projects, this numbers stand at 70 per cent, which will increase the cost of land by around 60 to 80 per cent due to compensation clause. Due to the high consent rates of land acquisition, the right of the farmers is protected, but at the same time, the interest of the middle-class people has been totally ignored. As the cost of the land increases, the cost of the project also increases, and the question of affordable housing will be a big question mark. At the same time, the developer will hesitate to go for higher and bigger projects.

Brief about your current projects, and which are the cities you have presence apart from Mumbai?We are currently working on commercial and residential projects places like Borivali, Kandivali, Malad, Andheri, and Worli. Our above projects are built-up, keeping in mind the current need of consumer demands with podium parking, play area, class fittings and fixtures in interior with beautiful environment, and best hygienic condition. As the home is next to heaven, one should feel the experience of the same. Apart from Mumbai, our upcoming projects are in Pune, Lonavala, Panvel, and Virar.
Tell us about your expansion plans.In the trend of globalisation, our expansion plans are to go in infrastructure projects like roads and bridges with government organisation. We are coming up with water plants in the food and beverages sector. We are already in the initial stage of educational sector and charities and planning to build a school for girls, junior college, and charitable trust to help the poor and needy people. Hospitality and entertainment field will also be included in our expansion plans. We, as a group, would love to be a part in the contribution to the nation.
